Jerusalem is the least understood commercial real estate market in Israel, and that is precisely why it offers opportunities. While Tel Aviv moves with the high-tech cycle, Jerusalem relies on the public sector, healthcare and educational institutions, tourism and dense neighborhood commerce. The result is a less volatile market, with long-term tenants and demand that does not disappear when the technology cycle cools.
Who the Tenants Actually Are
A large share of demand for office space in Jerusalem comes from government ministries, public-sector entities, nonprofits, research institutions and service companies that support them. Around hospitals and medical centers, there is steady demand for private clinics, laboratories and complementary services. In retail, demand is concentrated along the main commercial corridors and in neighborhood centers serving young, densely populated communities.
What This Means for Yield
A public-sector or institutional tenant is generally stable, pays on time and stays for years. In return, the market does not command the rents seen in office towers in central Israel, and the yield is generated by a relatively accessible entry price and a long lease term. Investors looking for rapid appreciation will find Jerusalem to be a slow market. Investors seeking predictable long-term cash flow will find it a good fit.

Three Points That Require Caution
The first is parking. In older neighborhoods, a shortage of parking reduces the appeal of an office property and narrows the range of potential tenants. The second is rights and permitted uses. Jerusalem has many properties where the actual use does not match the use permitted under the building permit, and this is a material risk. The third is sensitivity to tourism. Retail businesses that rely on tourists react sharply to changes in the security situation, so it is important to examine the tenant's customer mix.
How to Assess a Property in Jerusalem
Start with the building permit and the municipal building file. Then check the arnona classification, as commercial and industrial classifications in the city can be significantly higher than expected. Next, ask the tenant or seller for data on the actual business activity, rather than general statements. Finally, prepare a conservative cash-flow forecast that assumes a vacancy period and a fit-out budget.
What We Do
We support property owners in Jerusalem with tenant selection, lease review and ongoing operations. In many cases, straightforward improvements to the agreement and cost management can improve cash flow by tens of percent without changing the rent.
